BESCOM's PM E-DRIVE Category-C Portal — A Karnataka CPO Playbook

BESCOM has opened the implementation framework for PM E-DRIVE public charging in Karnataka, and the important detail for private operators is Category C — the track that expressly enables participation by private Charge Point Operators. Karnataka already reports 6,805 charging stations, the second-highest in India. This is how you add to that number with subsidy support.
Category A, B and C — know which one you are
Category A covers state and central government premises. Category B covers public-sector undertakings and their land. Category C is commercial and public sites — malls, streets, highways, private land — and it is where CPOs bid. Applying under the wrong category is the fastest way to lose a window.
What the money is
PM E-DRIVE carries a ₹10,900 crore outlay with ₹2,000 crore earmarked for public charging stations to March 2028. For Category C, the subsidy targets upstream infrastructure — transformer, HT/LT cabling, switchgear, earthing and civil works — at up to 80%. Charger hardware is excluded, so budget your EVSE in full.

The document pack you need ready
Land control evidence with adequate tenure, DISCOM feasibility and load sanction correspondence, station-wise bill of quantities against BEE benchmark costs, proof of operating stations, CSMS and driver-app evidence, and standards conformity — IS 17017-2-6, IS 17017-2-7 and CCS-II. Non-conforming hardware is not subsidy-eligible.
The eligibility trap
Across states the recurring blocker is operating history plus an owned charging management system with a public app. A first-time operator cannot manufacture either in a bid window.
